Wilhemina Cortez is a parking enforcement officer with the Santa Monica Police Department.
On 25 April 2009, she discovered the seemingly-abandoned 1999 Mazda Millenia, and called the vehicle into the SMPD, leading to the discovery of the body of Denise Babbit.
