Jessie St. John is a law enforcement clerk with the U.S. Armed Services Records Archive in St. Louis. She provided Harry Bosch with mug shots and background information on the 24 men who had been at Charlie Company at the same time as Billy Meadows. Two of them, Art Franklin and Gene Delgado, had been military police officers in Saigon during the war and also had bank robbery records. Both had stayed on as civilian military advisers until April 1975. This information created a strong connection between Meadows, Franklin and Delgado. St. John also mailed Bosch the complete military record for Meadows, which he received and read three days later.
